The panel would examine the evolving trajectory of the European Union’s industrial policy in light of intensifying geopolitical competition and the forthcoming Draghi report on European competitiveness. Recent disruptions—from supply‑chain fragmentation to the strategic deployment of industrial subsidies by global powers—have exposed structural tensions within the EU’s economic governance framework. The Draghi report’s call for a paradigm shift toward large‑scale, coordinated investment raises fundamental questions about the Union’s capacity to reconcile its regulatory tradition with the strategic imperatives of technological leadership, economic security, and green transformation. The discussion would interrogate the institutional, fiscal, and political constraints shaping the EU’s response, and the interplay between national industrial strategies and supranational ambitions, the prospects for deeper capital‑market integration, and the implications of a more interventionist EU for global economic governance, and consider how the EU can develop the strategic autonomy and industrial scale required to remain a consequential actor in a rapidly shifting geopolitical landscape.
