In 2030, the International Institute of Administrative Sciences will celebrate its 100th anniversary, while the Sustainable Development Goals should be realized.

10 years before, this panel aims at taking stock of realizations and remaining challenges. It especially focuses on the role public administration can play, as an enabler of all SDGs, and as a specific set of targets enclosed in the 16th SDG.

Sustainable Development Goals in Russia for 2019: Achievements and Challenges

Menshikova, Galina

Saint Petersburg University, Russian Federation

As it is known, the Russian Federation was among the initiating countries of the course on Sustainable development Goals, supporting various UN programs since 2003. The presentation will analyze the first successes: in particular, the expansion of statistics indicators realizing the completeness of the SDG’s and its At the same time our report will outline the difficulties that the country faces in implementing the new course. At the moment, there is no single plan for the implementation of the SDGs in the RF, and, accordingly - a single reporting system for their achievement. It is planned to describe the current system, revealing the diversity and multi-level plans and programs that implement the SDGs. These are 4 specific programs arising from the annual May President’s Decree included in the national project “Ecology (2018-2024)”, programs of the RF Parliament and regional ones. Integration of them has not yet become public practice, which makes it extremely difficult to conduct an independent evaluation.

In our report will be presented the plan of the SDGs, drawn up by the Committee on Statistics of the RF, which can be considered as a generalized version, as well as provide data on the implementation of national and regional environmental programs for 2019.
