The American Congress Digital Archives Portal project digitizes and aggregates congressional archives from multiple institutions in the United States in an online portal that expands access to collections. The Portal enhances access to geographically dispersed collections and provides civically important documents about Congress, public policy, and democracy. This paper will discuss implementation of the project and user experience.

The records of the United States Congress document the democratic process, the development of public policy, and constituent services provided by the legislative branch. Held at institutions throughout America, congressional archives are vitally important for understanding the constitutional powers of Congress and the body’s use of those powers throughout history. The value of these archives, however, goes beyond the study of the branch itself, as they illustrate multiple narratives related to the country’s social, cultural, and political development. The American Congress Digital Archives Portal provides open access to these resources by digitizing and aggregating congressional archives from multiple institutions into a single online platform, illuminating the value of each collection and the relationships among them. With support from the U.S. National Endowment for the Humanities, Lyrasis, and the Association of Centers for the Study of Congress, the Portal has provided access to 10,000 digital objects from six partner institutions, developed a metadata profile and processes to standardize digital object creation and contribution, and created an intuitive and searchable database for users. The Portal provides open access to archival materials and descriptive information (metadata) about those materials through bulk export, providing the potential for new methods of engagement with historical congressional data. With support from the U.S. National Historical Publications and Records Commission, the Portal is adding thousands of archival resources, creating educational resources for college-level and secondary educators in civics and history, and conducting outreach to educators and students. As the Portal project continues to develop, project partners have been investigating issues around harvesting institutions’ digital collections, building workflows to address complex challenges like handwritten text recognition, leveraging AI technologies, engaging with archival and user communities, and grappling with the political and power dynamics inherent to congressional archives.

El Observatorio de Inteligencia Artificial es un proyecto innovador promovido en 2024 por el Consejo de Cooperación Archivística del Ministerio de Cultura español. El Observatorio analiza desde distintas ópticas los sectores de actividad y experiencias existentes en relación a la IA, al objeto de establecer unas bases teóricas que permitan avanzar en el conocimiento de técnicas, herramientas y riesgos en relación con el tratamiento de los documentos y datos de naturaleza archivística.

El Observatorio de Inteligencia Artificial es un proyecto innovador promovido en 2024 por el Consejo de Cooperación Archivística del Ministerio de Cultura español en el que participan profesionales de distintas administraciones públicas. El Observatorio persigue, desde el análisis, establecer unas bases teóricas que permitan avanzar en el conocimiento de técnicas, herramientas y riesgos en relación con el tratamiento de los documentos y datos de naturaleza archivística a través de la IA, en beneficio de la actividad profesional.

Para ello se han definido 4 líneas de trabajo: Normativa (orientada en su inicio a producir una Guía de buenas prácticas para el diseño e implantación de iniciativas corporativas en IA), Procesos archivísticos (diseño de una BBDD para la descripción de experiencias reales en IA e identificación de los procesos archivísticos susceptibles de ser ayudados con la implementación de IA y descripción de experiencias), Formación y competencias profesionales y Cooperación y relaciones institucionales.

Después de aproximadamente un año de trabajo del Observatorio, en esta sesión de colaboración se van a presentar los resultados y productos obtenidos en dos de las líneas de trabajo: Normativa y Procesos archivísticos.

En el caso de la línea de trabajo “Normativa” se presentará una propuesta de un modelo de política que integra el uso de la IA en la gestión de documentos y archivos adecuado al caso español, marcado por el Esquema Nacional de Interoperabilidad, teniendo en cuenta las directrices sobre uso de la IA sobre procesos archivísticos definidas por las principales instituciones archivísticas a nivel internacional, así como los elementos integrantes de una Guía de buenas prácticas.

Para la línea de trabajo “Procesos archivísticos” se presentará un documento que identifica los procesos archivísticos en los que se ha detectado el uso de la IA o un potencial uso de esta tecnología. Además, se ha desarrollado una ontología que describe las experiencias IA en el ámbito de los archivos que posibilitará la creación de una base de datos de experiencias reales accesible a toda la comunidad archivística.

La sesión de colaboración tiene también el objetivo de pedir la opinión de otros profesionales sobre el trabajo realizado, fomentar el diálogo e impulsar nuevas líneas de cooperación para el beneficio de toda la comunidad archivística.

The AtoM Foundation was founded in 2018 to support the development of Access to Memory as an free and open source tool for archival description. In this session, we will discuss current projects aligned with our strategic priorities, including the AtoM Technical Registry. This initiative aims to create a resource for sharing AtoM users’ technical setups and use cases to facilitate collaboration and future development. We will report on progress and seek feedback on its international impact.

The AtoM (Access to Memory) Foundation, founded in 2018, supports and oversees the development of the AtoM software as a widely-used multilingual, free and open-source, standards-based tool for archival description by providing governance and fostering community involvement to ensure the software’s sustainability and enhance its functionality to meet the needs of archives globally, regardless of size, resources, or descriptive standards. In this Co-Lab session, the AtoM Foundation Board will describe current projects in the context of our strategic priorities. In particular, we will highlight one Foundation initiative focused on building a community resource for sharing technical setups and use cases from AtoM users worldwide. The AtoM Technical Registry project aims to create a resource detailing the technological contexts and system architectures of AtoM user institutions. This registry will help institutions assess implementation options, connect with others facing similar challenges, and share custom solutions. It will provide insights into AtoM deployments, configurations, integrations, and use cases, facilitating collaboration and the discovery of new implementation strategies. The data accumulated may also be repurposed to inform future AtoM development. This session will provide examples of work done towards development of the technical registry and solicit feedback from participants as to how the Foundation can be achieving this and its broader goals in an international context.
