How new rural collective economy becomes the economic foundation of rural goverance in developing country——case experiences from China

Problem Statement and Purpose

Because of weakness and lack of economic foundation,especially the collective and cooperative economy which has peasants for the principal part and unified management ,the governance system of modern rural country in China which is led by Party committee of C.P.C ,is respensible by government,is coordinated by society ,is paticipated by public ,is guaranteed by law could not be constructed, the constitution of rural goverance which is conbined by autonomy, law and virtue could not be efficient .The policy of the privatization of farmland which consists of“increasing people but not increasing farmland ,decresing people but not decresing farmland”and “defining real rights and awarding real certificate”has actually caused the fact that collecitive organizations lose the rights to adjust farmland,therefore,that there are much more deserted,no-agricultural and no-grain farmlands,which seriously threaten food safety and political security;the collective organizations have no rights to abtain any farmland adjusting benefit ,the peasants couldn’t take part in any rural public affair including economic matters ,the system of villagers’ autonomy and rural governance have seemed to be invisible and ineffective;etc. the Chinese country could not develop strong economic foundation and efficient organization which could be the alternative public service delivery

The paper aims to state the main points and advantages of land collective constitution in China ,and demonstrate theoretical logic and practical basis to fuel new rural collective economy and strengthern rural governcance,and also propose the theoretical ,political and praticall ways to fuel new rural collective economic development for ensruing effective ,efficient alternative public service delivery to country .

Methodology

This paper applied a logial decuation method,using cases taken place in chinese country .Compared with the positivist theory of economist Lewis’s dual economic development,the locgic decuation method has been trying to explain how theory heritage and theory innovation of C.P.C runs concerning fueling collective economy in order to propel rural governance.as a comlementary approach, case study aims to provide some evidence which new rural collective economy has enhanced the foundation of rural gorverance ,It is the fact that new rural collective economic development is to some extent the alternative financial input and public service delivery to country from the government in order to promote rural sustainable self development and sustainable societal responsiveness.

Findings

The unique advantage of rural land collective constitution in China has established strong economic foundation of effective rural governance.The land is owned by peasants collection which demonstrates the polititcal wish of C.P.C that every peasant should have owned his land and fundamentally avoids the polarization in country and is constitutional basis of rural governance;The benefits between the owner,the manager and the labor of the land is harmony in market economic ststem,the strong economic development settles the solid foundation of rural governance;To consolidate and perfect the rural operating system is actually the way that achieve rural governance.

Proposals

To fuel new rural collection economy for rural governance we should be guided by Xi Jinping’s colleciton theory and go through the new path of Chinese characteritic rural collecitve economic development;with the selfreform sprit to get rid of disadvantage of sysytem and constitution and the barrier of solidified benefit;make sure who is the real owners of the collective farmland ,and who have right of the collecitive number;constantly enlarge the policy to support the rural collective economy from government .make the law of the collection organization ,constitually explore the new realization forms and organizations of rural colleciton organization as special person.

Problem Statement and Purpose

Exploring the logic of local government governance in Implementing differentiated policies in digital transformation.Digital transformation has a profound impact on the evolution of policy implementation and reshape the discourse of public policy. Whether the reform of governance tools can bring the legitimacy of governance structure and rationality of value has many factors. Among them, differential policy implementation reflects the local interaction between formal and informal behaviors in shaping the public value, which is one of the important clues to explain China's governance. In the process of carrying out the central policy, different local governments often have the characteristics of localism, and are influenced by the social attributes of environmental variables and opportunity variables. This makes the governance scenarios of local governments more complex and diverse, which will inevitably lead to the deviation of policy formulation and implementation, and will also reflect the characteristics of differential policy implementation in different regions, digital tools also extend the reach of this performance deviation. From the two dimensions of feedback and effectiveness, the local government executive main body “on the spot” to “off the spot” evolution, makes the public policy feedback has the fuzziness and the difference order, digital platform will further highlight the difference order between different regions, whether it is conducive to the creation of public value has the characteristics of the scene.

Methodology

By selecting the local policy texts that explain and implement central policy from 2018 to 2022, from the different levels of emphasis of “Administrative Policy network---Distributive Policy network---Value Policy network”, to analyze the impact of the difference of the attention of local government policy implementation on the public value of different regions, and to explain the logic of local government governance under the digital reform.

Findings

It is found that institutional change and transformation of governance objectives are complementary to digital change, which is also the key factor to adjust governance structure and rebuild group value in the process of governance. Based on the regional interests and performance appraisal, local governments show the responsive strategy of differentiated policy implementation, and this “Collusion” phenomenon between local governments and organizations has the characteristics of upward compatibility and downward transfer, and often through economic goals to "guide" and "mask" the asynchronous value goals. The unequal implementation of such differential policies is closely related to regional interests, distribution patterns and information space.

Proposals

The local government embeds the legitimacy and rationality logic of value through the legitimacy of organization, the legitimacy of objective and the legitimacy of empowerment, thus reducing the difference between the formal and informal behavior of institutionalization, and show absorption effect. The results of this study provide more insights into the relationship between differential policy implementation of local governments and public value.At the same time, effectively integrating policy implementation and assessment, and encouraging small organizations to explore in different directions, in order to improve their sustainable development capabilities at the macro and overall levels.

INTERGOVERNMENTAL RELATIONS NEED TO MOVE BEYOND PRINCIPLES AND VALUES TO PRACTICAL IMPLEMENTATION OF MODELS FOR SERVICE DELIVERY

Problem Statement and Purpose

Arguably there is no contestation about the importance of Intergovernmental Relations (IGR) in governance; however, there has been inability to use it as required to facilitate service delivery. Actors in public administration and governance have reasonably adopted the rhetoric on inherent principles and values like cooperation, coordination, interdependency, mutual respect, collaboration and decentralisation. In 1978, Deil Wright coined coordinate authority, inclusive authority and overlapping authority models (Agranoff, et al., 2014). As such, South Africa has been experimenting with a District Development Model (DDM) since 2019 (Khambule, 2021). Overall, the traditional IGR models do not effect service delivery sufficiently.

This paper argues that service delivery is a raison d’etre for IGR. The public sector needs to move beyond principles and values on IGR. This paper aims to increase appreciation of practical models of IGR to address service delivery challenges. Boston (2017) argues that governance is characterised by a presentist bias, thereby failing to govern for the future. Essentially, the IGR models must provide sustainable solutions to sub-national governance.

Methodology

This paper adopts a qualitative research approach with a particular focus on analysis of cases to provide insights on the challenges of service delivery. First, documentary analysis captures some significant IGR models at international and national levels. Second, the current model of DDM in South Africa is analysed to assess performance of selected pilot sites.

Findings

The preliminary findings are two-fold with the first being political and second being administrative. Public institutions are creatures of statutes, as a result, they are created with political intentions and potential conflicts. Simultaneously, the public institutions and attendant relational dynamics are closely managed by administrators. The political-administrative interface is important to manage contestations. The practical management of service delivery in a multi-level sphere with sub-national spheres require effective and efficient IGR models. Importantly, the models must be adopted and operationalised by all actors.

Proposals

Countries are usually stratified into two spheres of government, i.e., local and central governments. Others have even increased the layers by including regional or provincial spheres of government. There are other jurisdictions for extra-governmental relations at international level and networks with non-governmental organisations. These complex vertical and horizontal engagements attest to the complexity of governance and public services. Thus, practical models must be adopted and implemented.
