It will begin with an analysis of the key instruments, methods and tools that are associated with the performance movement, examine its purposes based on the literature, and analyse the viewpoints of senior public administrators in Australia, Canada, and the UK. This will be followed by an interactive discussion of the consequences of policy and governance measurement decisions for frontline staff, using higher education policy as an example.
