Keynote abstract:
This workshop will examine performance measurement and its many purposes. It will begin with an analysis of the key instruments, methods and tools that are associated with the performance movement, examine its purposes based on the literature, and analyse the viewpoints of senior public administrators in Australia, Canada, and the UK. This will be followed by an interactive discussion of the consequences of policy and governance measurement decisions for frontline staff, using higher education policy as an example. A focal point will be: Can ‘designerly’ approaches to performance measurement bridge the gap between policy and governance and the work of those on the frontline?
